VETERAN HOMELESSNESS DESCRIPTION- Also, I will be using the Jericho Project to interview
A topic that has been a persistent issue is homelessness. Homeless New Yorkers are forced to live a poor quality of life due to limited or insufficient resources. More specifically, I have observed that veterans represent a significant percentage of the homeless population. Yet, there are a series of barriers that prevent them from becoming productive members of society, such as mental illnesses that prevent them from seeking support or bad experiences in shelters. Although some resources are available, a lot of veterans prefer to remain homeless.
Why is this issue important?
Assessing veteran homelessness is vital because many veterans’ lives have been treated as if they are disposable by many people within the community. There have several incidents pertaining to homeless people being stabbed to death in their encampments or in shelters. Some veterans do not have mental health services and are committing serious crimes. Additionally, there isn’t enough affordable housing, and NYC rent continues to skyrocket. Therefore, landlords are not interested in housing vouchers, and they prefer cash-paying tenants.
What are some human servicing organizations (nonprofit, local government, faith-based, other?) that serve this population in your community? What do you know about the types of services they provide? The Jericho Project SSVF Program-Helps veterans resolve housing crises. Veterans can either be literally homeless or on the verge of being evicted. Financial assistance is provided to veterans that have rental arrears. In addition, they have case managers and housing specialists that help navigate this process.
The Veterans Administration-Helps eligible veterans find permanent housing using their Hud Vash Section 8 voucher. Hud Vash Section 8 is marketable to Landlords, and they have resources they use to find veterans permanent housing quickly. In addition, they have social workers that assist with the process.
The Borden Avenue Veterans Residence-A veterans shelter that works with City and SSVF partners to house their veterans. They have case management services that assist in this process.
Proposal: Design and Implementation Plan Each student will prepare a proposal or plan for the needs assessment. Papers are expected to be 5-6 pages in length, excluding the title page, references (minimum of 8 references), abstract, and any appendices (optional). You must submit a copy of your intended questions as a proper APA appendix. Please use proper APA headings and subheadings that align with this outline below. Papers under the page limit or exceeding the page limit are subject to an automatic deduction of 10% of the final grade for the assignment. Do not collect data until your proposal has been approved by your group instructor.
The proposal should respond to the following questions in the order that follows (you are encouraged to include the main headings within your paper):
a. Primary Issue of the Needs Assessment (refer to Hardina (2013) chapters 5 & 6)
Define the issue.
Why is this issue important to social work? What population is primarily affected by the issue? How is this population affected?
Who else is interested in the problem? Who are the stakeholders? What efforts are currently being made to address the issue
Include literature addressing previous findings, theoretical assumptions, statistics detailing prevalence and impact of the issue, etc.
b. Needs Assessment Plan
Data collection procedures are limited to interviews. Will you conduct interviews over the phone, via video chat, in person etc.? Please describe your interview plan.
Include a draft of the list of questions you will use to collect data. (ideally each interview will consist of 8-12 questions)
In addition to the original questions you generate, all students will include the following questions:
What are challenges experienced by [population]?
What are the strengths of this group?
You provide a number of services such as X and Y, are there any additional services this population needs?
Include one/two questions that will help build rapport at the beginning of the interview
Include a few demographic questions (e.g., gender, length of employment at agency, role/title of interviewee, educational background).
Each student should include 3-5 potential interview sites. Include a brief description of each agency, and indicate why you believe the agency is a good match. You will need to do at least 2 interviews but ideally 3.

What do you think you will gain from this process?
What can the agencies you interview and other agencies working on this issue gain from this process? Include a work plan that details what you plan to do (list of tasks), and by when (set deadlines). A table format is suggested. Complete table and include detailed narrative to explain the steps included in the table in the paper.
Include a plan to share the findings with interview sites. c. Write an abstract for the proposal. In the abstract summarize the purpose of the needs assessment, brief overview of the literature review, and include sample questions (not the ones everyone will use). Briefly describe your plan for sharing results with interview sites. Include the abstract as part of your paper and also post to discussion board for other classmates to review and provide feedback.

Part A. Make sure you’re using and citing peer-reviewed literature to contextualize your area of focus. For instance, if you say that an issue affects a particular population, be able to cite that in the literature. Some of you are focusing in particularly niche areas, which means you may also need to look at the “grey literature,” that is, not peer reviewed, but still considered fairly objective credible sources, such as technical reports, government documents, or .org sites. Use your best judgement to select your sources. When we ask about “stakeholders,” we mean is, who else is interested in this area or community? This could include local policymakers, family members of particular people in your population, community organizations or leaders, schools, funders. Think big, but also specific to your area (geographically and population). Part B. You can include your list of 8-12 questions in the plan as well as the appendix, but it won’t be counted in your required page count. Make sure the questions you create help collect useful information that will support you understanding the area of need and can build on the information you’ve already collected from the literature. Open-ended questions will be best to gather data in this case. I will be reviewing your questions and will let you know if the questions need to be adjusted. DONT forget to explain why the agency or organization where you are planning to interview would be a good match for your needs assessment. The organization may have key words in the name that make its purpose and function obvious, but still lay it out and make the connection to your needs assessment very clear. For “contributions of the needs assessment,” think about how the information you’ve collected could be used, by individual social workers in their work with clients, by the organizations that you’re planning to interview, or by policy-makers. You probably don’t know yet what information you will find in the needs assessment, but think about how putting together this needs assessment could be useful to stakeholders. For the plan to share findings with the interview sites, think about how you would communicate the outcomes of your needs assessment with the interview sites — would you email them a copy of your final presentation? Would you make a half page sheet with bullet points highlighting the most important things? Would you have a follow up meeting with the organizations or people who participated and present your findings to them? Would you make an infographic so its easy and accessible? Think about what the most useful (FOR THEM) way to receive the information that you put together would be, and how to give them the information in a way that would be most helpful for them and their goals and services. Part C. I know making your first abstract can be difficult. Give it your best shot, and make sure you’re including everything that is specified in the instructions: ie, a brief (1-2 sentence) overview of your literature on the area and population, a sentence or two giving examples of the types of questions that you plan to ask participants (NOT THE WHOLE LIST), and finally, a sentence or two on how you plan to share the findings and with whom. If you’re still swimming a bit, look at the abstracts from the peer-reviewed literature you’ve collected for the earlier parts, and use them as general guides.
